Name of the Opportunity: COMMUNICATIONS AND TRANSMISSION SYSTEMS (CTS)

- Description: Project Manager Defense Communications and Army Transmission Systems (PM DCATS) Fort Monmouth NJ in conjunction with Information Technology E-Commerce and Commercial Contracting Center (ITEC4) is seeking information for the Communication and Transmission Systems (CTS) Program from experienced providers for total global requirements for state-of-the-art CTS components associated peripheral equipment technology insertion sub-assemblies data and ancillary technical support services for life cycle support. CTS is intended to be the primary means of PM DCATS acquisition for hardware and ancillary services. CTS will provide acquisition of most communication equipment including hardware and ancillary services. Col. Gale Harrington PM DCATS stated during the 6th annual AFCEA-Fort Belvoir Industry Days that Communications and Transmission Systems (CTS) will encompass all that PM DCATS has to offer. That is a rap-around systems contract that supports all of PM DCATS. It is anticipated that the Government will award a (3) three year Indefinite Delivery Indefinite Quantity (IDIQ) multiple award contract (MAC) with two(2) thirty-six months options. Orders may be issued anytime within the ordering period of the proposed contract on a Firm Fixed Price (FFP) and Time and Material (T&M) basis. The estimated CTS contracting ceiling is $30 billion. The North American Industry Classification System (NAICS) code for the CTS Program will be 517410; therefore identify your company's small business size standard based on that code. The Small Business Size Standard for this NAICS code is $13.5 Million. Small business goals and strategies are currently under review but based upon initial market survey results a small business set-aside is not anticipated but is being considered. ALL Prime contractors selected for the CTS award MUST have a Top Secret Facility Clearance in place at time of initial proposal submission. A prime contractor MAY NOT use a Top Secret facility clearance from one of its partners (subs) nor utilize a third party's Top Secret facility clearance (non-sub/partner). - Description: The United States Army Communications-Electronics Life Cycle Management Command (CECOM LCMC) Contracting Center Fort Monmouth NJ 07703 hereby has a requirement to improve interoperability and connectivity on the battlefield though a Full and Open Competitive Single Award Five (5) year Firm-Fixed Price (FFP)/Time and Materials (T&M) Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Common Hardware Systems (CHS) program provides commercial ruggedized and near military specification hardware versions of computers peripherals and networking devices while also providing the commercial industry-based logistics support that meets the unique requirements of tactical military units. Common Hardware Systems-4 (CHS-4) shall consist of Commercial-Off-The-Shelf (COTS) and Non-Developmental Items (NDIs) computer and networking hardware products based on open systems architecture. In addition the CHS-4 requirement shall include worldwide repair through Regional Support Centers (RSCs) and Field Satellite Offices as required by the Government. The NAICS code for this item is 335999 and the associated size standard to be considered a small business is 500 employees or less. The estimated ordering ceiling for the life of this effort is $3.7B. The Solicitation number for this requirement will be W15P7T-10-R-N206. The anticipated date of Solicitation Posting is twenty (20) days after the Synopsis posting. The CHS-3 contract period of performance (POP) for hardware items ends MAY 20 2013 and the warranty provision ends on MAY 20 2018. As a result the U.S. Army is seeking to potential vendors with the capability to provide all of the items identified in the CHS-3 Ordering Guide and services in OCONUS and CONUS locations.
