For the third year in a row, the North Carolina Military Business Center (NCMBC) hosted a North Carolina Roundtable with Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic representatives in conjunction with the NAVFAC Industry Forum in Virginia Beach, Virginia on June 10, 2009. The Roundtable provides a unique opportunity for North Carolina construction, architectural and engineering firms to meet and engage in facilitated discussion with NAVFAC command and acquisition representatives.
Forum topics focused on issues pertinent to federal construction and design projects at U.S. Marine Corps installations in North Carolina. Topics varied and included:
- Contractual protections for sub-consultant designers in design/build relationships
- Re-use of Past Performance Questionnaires or use of a standard format to limit the burden on clients during the proposal process
- Calculation of liquidated damages
- Posting of Phase II shortlist results
- Length of Phase II shortlists
- Inclusion of a stipend on larger two-phase design/build projects
- Small business utilization
- Mechanics of Early Contractor Involvement (Construction-Manager-at-Risk pilot program)
