Design & Construction of Army Reserve Command – Greensboro
The North Carolina Military Business Center (NCMBC) is pleased to provide you with information about the following federal business opportunity.

Title: Design & Construction of an Army Reserve Center (ARC) facility located in Greensboro, North Carolina
Due Date for Response: June 21, 2012 (11:00 AM EDT.)

Synopsis: This project will consist of the Design and Construction of an Army Reserve Center (ARC) facility located in Greensboro, North Carolina.
Primary facilities include an approximately 77,000 square foot Army Reserve training building, approximately 3,850 square foot Vehicle Maintenance Shop (VMS), approximately 3,940 square foot of unheated storage building, approximately 7,500 square yards of organizational parking, a Deployable Medical Systems (DEPMEDS) site, antiterrorism measures and building information systems. Buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, masonry veneer walls, standing seam metal roof, Heating, Ventilation, and Air Conditioning (HVAC) systems, plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve the project. Accessibility for the disabled will be provided. Physical security measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Comprehensive building and furnishings related interior design services are required. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided.
The project will contain the following options:
1) Photovoltaic Panel System to provide 50 kW of Renewable Energy
2) Photovoltaic Panel System to provide 100 kW of Renewable Energy;
3) Photovoltaic Panel System to provide 150 kW of Renewable Energy;
4) Asphalt Pavement MEP in lieu of Gravel;
5) Wash Platform;
6) CFCI OMAR Funded Equipment Items
7) CFCI “Bona Fide Need” OMAR Funded Equipment Items.
Furniture is NOT included in this contract.
All Offerors are invited to attend a Pre-Proposal Meeting and Site Visit scheduled for Wednesday, 23 May 2012 at 1:00 p.m. Meeting details will be provided in the solicitation – Section 00100.
The Estimated Price Range is between $10,000,000 and $25,000,000. This is a single phase procurement following the Tradeoff (Best Value) approach. The technical information contained in the proposal will be reviewed, evaluated, and rated by the Government. The proposal for this procurement at a minimum will consist of the following: Relevant Experience and Past Performance of the Prime Contractor and Designer; Technical Information (Renderings, Design Drawings, Design Narrative); Management Plan; Safety Information; Price; and Pro Forma Information. All evaluation factors, other than cost or price, when combined, are equal to cost or price. The solicitation will be available by download from the Internet only. NAICS code is 236220. Size Limitation is $33.5M. This is a HUBZONE SMALL BUSINESS SET-ASIDE competitive procurement. Contract duration for design and construction is 525 days.

SAME U.S. Marine Corps Engineering and Construction Camp
SAME U.S. Marine Corps Engineering and Construction Camp
The Society of American Military Engineers (SAME) U.S. Marine Corps Engineering & Construction Camp is seeking volunteers to staff, manage and conduct the Camp, located at Marine Corps Base (MCB) Camp Lejeune (Jacksonville, NC) starting in the summer of 2012. Camp dates for personnel and volunteers are set as 16 – 23 June 2012.
Background:
At SAME Engineering and Construction Camps, high school students from across the country learn engineering solutions and skills from professional engineers while getting a taste of what it means to work for and with the military services. Only at a SAME Engineering and Construction Camp can you design a chair with three legs and sit on it, construct a concrete beam and smash it, or build a cardboard boat and race it! These exciting week-long camps take place during the summer months in a variety of settings the colorful Colorado Rockies, the beautiful Southern California Coast, or the historic Mississippi Valley. Starting in 2012, a new engineering camp located on the pristine coast of southeastern North Carolina will begin. SAME and USMC have entered into a collaborative effort to host an Engineering and Construction Camp at Marine Corps Base Camp Lejeune for high school students who excel in math, science and technical courses and are interested in pursuing a college engineering education. The inaugural Marine Corps Camp will be held from 16-23 June 2012, at Marine Corps Base Camp Lejeune, NC.
Mentors Needed:
We are still in need of a few additional mentors (especially female mentors) who will work with late high school/early college-aged boys and girls in their day-to-day activities. The mentor position is a full-time volunteer position with the Camp, and will require attendance from mid-day Saturday the 16th through end-day Saturday the 23rd. Once at Camp Lejeune, the mentor will berth in a specially designated BEQ for the Camp, and all meals will be provided. The Camp Directors have already established a rigorous daily routine for the campers (attached); the mentor’s job will be to assist the 10 campers in their “squad” with getting to-and-from activities, as well as assisting in the execution of the activities, and providing information and perspective on future careers related to “military engineering”. Each squad of 10 campers will have one squad leader (an active duty military person engaged in military engineering) and two mentors (typically civilian or civilian contractor personnel). Mentors must be comfortable working with young adults, and have a background in military engineering and/or construction via military service, civilian workforce, or civilian contractor experience.

This will allow them to be evaluated and included in our submission to the USACE. All GC proposals must be shipped overnight for Tuesday delivery.
The project includes renovation and modernization of portions of the existing hospital (approximately 80,000 gross square feet). The project will reconfigure space and consolidate functions to improve the Emergency Services, Postpartum/Antepartum Nursing Unit, OB/GYN, Outpatient Pharmacy, Family Medicine Residency, Pediatrics and administrative and support spaces. The construction activities will require complex phasing of work, major renovation of an active hospital, complete renovation of an emergency department of 15,000sf, construction of a temporary modular emergency department space outside the hospital.
