The General Services Administration (GSA) Schedules Program is $40 billion dollar program that provides access to hundreds of federal, state, and local government agencies. Over 10,000 businesses provide millions of items and services to these government activities. And, the majority of these businesses are small.
But, obtaining a GSA Schedule Contract is difficult and very time consuming. Many businesses refrain from pursuing this government program because of its complexity. With this in mind, a special seminar has been developed that will help you navigate your way through the confusing government contracting maze. And, it was developed by a former GSA official who was instrumental in the growth of the GSA Schedules Program.
This new intense, one-day program will provide an in-depth, concise, and candid overview of the GSA Schedules Contracting program that will both enhance your understanding of the program and increase your chance of being awarded a contract.

Skills & Qualities: Our nation’s military and veterans have acquired a wealth of knowledge, skills, and competencies through practical workforce experience. Some of the key skills of veterans and service members include:

Veterans and service members are accountable, for example: VA-guaranteed home loans have had the lowest foreclosure rate for the last 15 quarters and the lowest serious delinquency rate for the last 12 quarters.
Veterans know the value of hard work, getting to work, staying until the job is complete.
Financial incentives.
* The VOW to Hire Heroes Act of 2011 provides tax incentives for companies that hire eligible veterans (veterans.house.gov/vow).
-$2400 for veterans unemployed for less than 6 months in the year before being
-$4800 for service‐connected disabled veterans hired within 1 year of discharge
-$5600 for veterans unemployed for at least 6 months in the year before being hired, and
- $9600 for service‐connected disabled veterans unemployed for at least 6 months in the year before
being hired
• The Department of Veterans Affairs (VA) provides incentives to companies that hire service‐connected disabled veterans who face extraordinary obstacles to obtaining employment. VA reimburses up to 50% of the veteran’s salary for 6 months (www.vba.va.gov/bln/vre).
Paid Training and Education.
• The VOW to Hire Heroes Act of 2011 (veterans.house.gov/vow) provides: – Paid training through a new Veterans Retraining Assistance Program for 99,000 unemployed veterans between the ages of 35 and 60
-An additional 1 year of Montgomery GI Bill benefits to allow unemployed veterans to develop skills for high‐demand jobs – 1 year of additional Vocational Rehabilitation and Employment benefits for disabled
veterans
• In the initial 2 ½ years of the Post‐9/11 GI Bill, VA has served almost 700,000 beneficiaries (www.gibill.va.gov). In addition to typical tuition, books and housing allowance to student in instituts more opportunities, including:
- On‐the‐job training
-Technical training
- Vocational training
• VA’s Vocational Rehabilitation and Employment Service provides on‐the‐job training for service‐connected disabled veterans (www.vba.va.gov/bln/vre).

Business Development Specialist
North Carolina Military Business Center
Carolyn Bunting has served as a Business Development Specialist with the North Carolina Military Business Center since May 2005. She worked out of the Jacksonville office for five years but is now located at Carteret Community College and serves businesses in Carteret County. A big proponent of the tools of technology, she is also currently serving the NCMBC as MatchForce administrator.
The job of the Business Development Specialist is to assist North Carolina businesses in winning Federal Business opportunities and thereby growing their companies. To reach that goal, she is responsible to identify, engage, preposition and assist North Carolina companies to win contracting opportunities; and help small businesses in the state to develop and win subcontracting opportunities. She specifically identifies US Army Corps of Engineers business opportunities being procured by the Savannah District, Wilmington Office. The opportunities mainly deal with our NC waterways, InterCoastal waterway (ICW) and ports.
Carolyn also offers Matchforce assistance to clients. She makes sure that the business profile is current and applicable to the types of opportunities the business is seeking, that it is working the best it can for them.
Carolyn’s experience in contracting includes time spent in federal, state and local government. Carolyn has served as a Procurement Auditor for the defense contractor, Unisys Corporation, in Colorado. She served as the Procurement liaison to the Defense Contract Audit Agency for Unisys’ annual Contractor’s Procurement System Review (CPSR). After her husband’s retirement from the US Army and their return home to Eastern NC, she worked as a Contract Administrator for a National Institute of Health telemedicine research contract at Brody School of Medicine, East Carolina University. Before joining the NCMBC, she was employed as a Contract Specialist for the City of Jacksonville, NC.

Laura founded Strategic Consulting Solutions in 2004 after consulting with government contractors for several years. Laura holds a Bachelor’s Degree in Accounting from Lincoln Memorial University and a Master of Accountancy Degree from the University of Tennessee. In August 2008, Laura completed her Master’s Certificate in Government Contracting from George Washington University. She is the Treasurer for the local chapter of NCMA and is a member of several accounting organizations. Laura is a Certified Public Accountant and a member of the American Institute of Certified Public Accountants and the Tennessee Society of Certified Public Accountants.

Governor’s Budget Supports Funding for NCMBC
Governor Beverly Perdue today unveiled the military and veteran initiatives in her FY2013 budget proposal. Those initiatives include restoring funding for the North Carolina Military Business Center (NCMBC) to the level in the State’s FY2011 budget.
The NCMBC, a statewide component of the NC Community College System, provides business development services to help businesses identify, compete for and win federal contracts. Businesses in 98 counties won over $5.9 billion in federal prime contracts in federal fiscal year 2011, including over $4.0 billion in defense prime contracts (a 13% increase over FY2010). Since 2005, businesses notified and/or assisted by the NCMBC with specific business opportunities have won over 1,200 federal contracts, worth a minimum of $2.8 billion. Funding for the NCMBC at the FY2011 budget level would allow the NCMBC to re-establish full services at 13 locations across the state and to provide services to businesses in all 100 counties.
The NCMBC sincerely appreciates the support of the General Assembly, Governor Perdue and the North Carolina Community College System. Their commitment since 2004 has enabled the NCMBC to serve North Carolina businesses statewide, which are the real engines to grow jobs, expand our tax base, grow our economy and improve quality of life for everyone in our state.

Anne Campbell has been a member of the North Carolina Military Business Center since July 2010. She serves as the Military Business Coordinator for Camp Lejeune.
Ms. Campbell assists North Carolina firms in entering the federal marketplace as well as increasing their federal business through prime and subcontracting opportunities. Her primary responsibilities include identifying opportunities at MCB Camp Lejeune and sourcing those opportunities to North Carolina
businesses statewide. She also provides solicitation and post‐award assistance to companies and works to engage local firms in subcontracting opportunities for upcoming projects on base.
Prior to her move to North Carolina, Ms. Campbell attended graduate school at the University of Texas at Austin, receiving her MBA in May 2010. While in school she held an internship position with BP in the Refining Technology Group, performing competitive intelligence analysis.
Ms. Campbell, a Maryland native, received her B.S. in Chemical Engineering in 2005 from the University of Maryland, College Park. She worked for DDi Corporation, a printed circuit board manufacturer in Sterling, Virginia, as a Process Engineer from 2005‐2008. Her office is in the Small Business Center at Coastal Carolina Community College in Jacksonville. She currently resides in Onslow County with her husband, who is stationed at Camp Lejeune.
