				<content:encoded><![CDATA[<p align="center"><strong>Fayetteville Tech Holds Ribbon Cutting For Fort Bragg Center (BTEC)</strong></p>
<p>FAYETTEVILLE, NC &#8211; May 17, 2013 &#8211; Fayetteville Technical Community College (FTCC) will hold a ribbon cutting and open house on Wednesday, June 5, 2013, to dedicate the opening of their office at the Bragg Training and Education Center (BTEC).  The dedication is scheduled to begin at 10 a.m. and is open to the public.</p>
<p>Following the ribbon cutting, FTCC staff members will conduct information briefings about FTCC curriculum programs, Credit for Prior Military Learning, MyCAA, and other educational opportunities at 10:30 a.m. and 11:30 a.m.  Soldiers, family members, veterans and other interested parties are invited to attend.</p>
<p>FTCC moved from the Fort Bragg Soldier Development Center to the BTEC, Building 1-3571, F Wing, in April 2013, where it provides on-post admissions, testing, registration, and advising services to soldiers and their family members, daily from 8 a.m. to 5 p.m.</p>

<p><b>SmartPay Update </b></p>
<p>David Shea, Director of the Office of Charge Card Management, FSA, GSA discusses the state of the government charge card, SmartPay(tm).<br />

During the hour long show Mr Shea shared the following:<br />
- during 2012 the card was used for $29.3 billion (this includes purchases, travel and fleet). Of that, $18.1 billion was on the purchase card.<br />
- 2013 year-to-date (first two quarters reporting): $18.1 billion<br />
- Top agencies using the SmartPay cards:<br />
- VA<br />
- DOD<br />
- DOJ<br />
- HHS<br />
- DHS</p>
<p>- top merchant categories (a merchant category is how the credit card companies categorizes vendors):<br />
- Miscellaneous retail<br />
- Dental, pharmaceutical<br />
- Industrial supply<br />
- Office supplies;<br />
- Education/colleges;<br />
- Business services not elsewhere categorized;<br />
- Health practice;<br />
- Government services;<br />
- Computer/IT.</p>
<p>- Level 3 processing on cards is required for all Strategic Sourcing Initiatives on the GSA Schedules;<br />
- 20% of the purchase card activity in 2012 was over $10,000 per purchase, well above the &#8220;micro-purchase&#8221; level;<br />
- There are approximately 280,000 purchase cards in use;<br />
- Due to travel restrictions, there is a migration of charge card training programs to virtual training events.<br />
Advice for vendors from Mr Shea includes:<br />
- shop around for your acquirer (card processor) to get the best rates;<br />
- make certain you get the proper merchant (MCC) category when setting up your account;<br />

<p>The Association of the US Army (AUSA) Institute of Land Warfare presented a two-day symposium May 8-9, 2013 on Army 2020 Global Logistics.  Panels discussed the Army’s current logistical state and the way ahead for the Army as its logisticians look towards 2020.</p>
<p>Key speakers and panel members included LTG Raymond Mason, Army G-4; LTG Keith Walker, Deputy Commanding General, Futures/Director, Army Capabilities Integration Center US Army Training and Doctrine Command; VADM Mark Harnitchek, Director Defense Logistics Agency; MG Larry Wyche, Commanding General US Army Combined Arms Support Center and the Sustainment Center of Excellence (Fort Lee, Va); MG Gustave Perna, Deputy Chief of Staff for Logistics/Operations, US Army Material Command; BG Edward Daly, Commandant US Army Ordnance School, COL(P) John O’Neil, Commandant US Army Quartermaster School, and s host of retired general officers.</p>
<p>Take aways from the speakers and panel discussions included:</p>
<p>•           the Army is still in transition, this time from a deployed wartime Army, to an Army that will be 85% based in the continental United States</p>
<p>•           there will be a continued needed for contractors as the Army resets it equipment and reissues it to units.  This effort is expected to be funded at $9.8 Billion thru 1st quarter FY 2017</p>
<p>•           78% of the Army’s logistical units are in the Reserves and National Guard</p>
<p>•           the Army will be going back to a prewar logistical model, to include maintenance of equipment</p>
<p>•           soldiers will need to relearn, if not learn skills that have not been needed due to the nature of the current war.  Specific examples cited include jumping the Brigade Support Area; conducting refueling operations on the move (ROM), conducting rolling logistical packages and conducting multi-echelon maintenance operations</p>

This FREE Event will provide North Carolina general and specialty trade contractors, suppliers and designers an opportunity to connect with the current federal large and small business prime contractors to include single project general contractors, Multiple Award Construction Contract (MACC/MATOC), Single Award Task Order Contract (SATOC), Indefinite Delivery Indefinite Quantity Architectural-Engineering, Facility Maintenance and Military Housing Management contractors doing millions of dollars of federal construction and facility maintenance work  on  the 5 military installations in NC. Many of these federal contracts will include project awards in neighboring SC, GA, VA and FL. Businesses from around the state should leverage this unique opportunity to meet with multiple prime contractors to build teaming relationships with North Carolina subcontractors for current and future projects at the five military installations within the state at this half day event.   Throughout the Forum, both out-of-state and North Carolina Federal Contract holders will be available at designated networking tables to discuss subcontractor performance needs and teaming opportunities with companies in attendance.  Small business companies are encouraged to attend.</p>
<p>Last year the event saw representation of over 400 North Carolina contractor attendees and 30 major prime construction and multiple-award construction contract holders participating.</p>

<p>On May 9, 2013, the Defense Logistics Agency Energy (DLA Energy), in close coordination with the Army Energy Initiatives Task Force (EITF), released a Request for Proposal (RFP) to procure solar energy from a photovoltaic Renewable Energy Generation System (REGS) located on Fort Irwin in California. The government estimates the size of the system at 15 megawatts, subject to final specification by the selected developer. The Solicitation, SP0600-13-R-0412, is posted on the Federal Business Opportunities website at <a href="https://www.fbo.gov/" target="_blank">www.fbo.gov.</a></p>

<p>This is an open RFP for Fort Irwin to procure renewable energy through a Power Purchase Agreement (PPA) for up to 25 years. The selected contractor will finance, design, build, operate, own and maintain the REGS. Under the PPA, the Army will only purchase the energy that is produced; no generation assets will be acquired. All interested companies are encouraged to prepare a response to the solicitation, which closes on July 1, 2013.</p>
<p>A pre-proposal event is planned for June 6, 2013 in Barstow; CA. Details regarding this event will soon be posted on the EITF&#8217;s web site at <a href="http://www.armyeitf.com/" target="_blank">www.armyeitf.com</a>. The pre-proposal event will provide attendees with a better understanding of the general procurement process for the project, specific contract considerations and include a tour of the potential project site.</p>
