<h2>Title: Design &amp; Construction of an Army Reserve Center (ARC) facility located in Greensboro, North Carolina</h2>
<h1>Due Date for Response: June 21, 2012 (11:00 AM EDT.)</h1>
<p>Type of Competition: HubZone</p>
<p><strong>Synopsis:  </strong><strong><em>This project will consist of the Design and Construction of an Army Reserve Center (ARC) facility located in Greensboro, North Carolina.</em></strong></p>
<p><em>Primary facilities include an approximately 77,000 square foot Army Reserve training building, approximately 3,850 square foot Vehicle Maintenance Shop (VMS), approximately 3,940 square foot of unheated storage building, approximately 7,500 square yards of organizational parking, a Deployable Medical Systems (DEPMEDS) site, antiterrorism measures and building information systems. Buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, masonry veneer walls, standing seam metal roof, Heating, Ventilation, and Air Conditioning (HVAC) systems, plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve the project. Accessibility for the disabled will be provided. Physical security measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Comprehensive building and furnishings related interior design services are required. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. </em></p>
<p>&nbsp;</p>
<p><strong><span style="text-decoration: underline;">The project will contain the following options: </span></strong></p>
<p>1) Photovoltaic Panel System to provide 50 kW of Renewable Energy</p>
<p>2) Photovoltaic Panel System to provide 100 kW of Renewable Energy;</p>
<p>3) Photovoltaic Panel System to provide 150 kW of Renewable Energy;</p>
<p>4) Asphalt Pavement MEP in lieu of Gravel;</p>
<p>5) Wash Platform;</p>
<p>6) CFCI OMAR Funded Equipment Items</p>
<p>7) CFCI &#8220;Bona Fide Need&#8221; OMAR Funded Equipment Items.</p>
<p><strong>Furniture is NOT included in this contract.</strong></p>
<p><strong><span style="text-decoration: underline;">All Offerors are invited to attend a Pre-Proposal Meeting and Site Visit scheduled for Wednesday, 23 May 2012 at 1:00 p.m. Meeting details will be provided in the solicitation &#8211; Section 00100</span></strong>.</p>

<p style="text-align: left;" align="center">• The Department of Veterans Affairs (VA) provides incentives to companies that hire service‐connected disabled veterans who face extraordinary obstacles to obtaining employment. VA reimburses up to 50% of the veteran’s salary for 6 months (www.vba.va.gov/bln/vre).</p>
<p style="text-align: left;" align="center"><strong>Paid Training and Education. </strong></p>
<p style="text-align: left;" align="center">• The VOW to Hire Heroes Act of 2011 (<a href="veterans.house.gov/vow">veterans.house.gov/vow</a>) provides: &#8211; Paid training through a new Veterans Retraining Assistance Program for 99,000 unemployed veterans between the ages of 35 and 60</p>
<p style="text-align: left;" align="center">-An additional 1 year of Montgomery GI Bill benefits to allow unemployed veterans to develop skills for high‐demand jobs &#8211; 1 year of additional Vocational Rehabilitation and Employment benefits for disabled<br />

• In the initial 2 ½ years of the Post‐9/11 GI Bill, VA has served almost 700,000 beneficiaries (www.gibill.va.gov). In addition to typical tuition, books and housing allowance to student in instituts more opportunities, including:<br />
- On‐the‐job training</p>

- Vocational training</p>

<strong>Business Development Specialist</strong><br />
North Carolina Military Business Center</p>
<p>Carolyn Bunting has served as a Business Development Specialist with the North Carolina Military Business Center since May 2005. She worked out of the Jacksonville office for five years but is now located at Carteret Community College and serves businesses in Carteret County. A big proponent of the tools of technology, she is also currently serving the NCMBC as MatchForce administrator.<br />
The job of the Business Development Specialist is to assist North Carolina businesses in winning Federal Business opportunities and thereby growing their companies. To reach that goal, she is responsible to identify, engage, preposition and assist North Carolina companies to win contracting opportunities; and help small businesses in the state to develop and win subcontracting opportunities. She specifically identifies US Army Corps of Engineers business opportunities being procured by the Savannah District, Wilmington Office. The opportunities mainly deal with our NC waterways, InterCoastal waterway (ICW) and ports.<br />
Carolyn also offers Matchforce assistance to clients. She makes sure that the business profile is current and applicable to the types of opportunities the business is seeking, that it is working the best it can for them.</p>
<p>Carolyn’s experience in contracting includes time spent in federal, state and local government. Carolyn has served as a Procurement Auditor for the defense contractor, Unisys Corporation, in Colorado. She served as the Procurement liaison to the Defense Contract Audit Agency for Unisys’ annual Contractor’s Procurement System Review (CPSR). After her husband’s retirement from the US Army and their return home to Eastern NC, she worked as a Contract Administrator for a National Institute of Health telemedicine research contract at Brody School of Medicine, East Carolina University.  Before joining the NCMBC, she was employed as a Contract Specialist for the City of Jacksonville, NC.</p>

			<content:encoded><![CDATA[<p><strong>Governor’s Budget Supports Funding for NCMBC</strong></p>
<p>Governor Beverly Perdue today unveiled the military and veteran initiatives in her FY2013 budget proposal.  Those initiatives include restoring funding for the North Carolina Military Business Center (NCMBC) to the level in the State’s FY2011 budget.</p>
<p>The NCMBC, a statewide component of the NC Community College System, provides business development services to help businesses identify, compete for and win federal contracts.  Businesses in 98 counties won over $5.9 billion in federal prime contracts in federal fiscal year 2011, including over $4.0 billion in defense prime contracts (a 13% increase over FY2010).  Since 2005, businesses notified and/or assisted by the NCMBC with specific business opportunities have won over 1,200 federal contracts, worth a minimum of $2.8 billion.  Funding for the NCMBC at the FY2011 budget level would allow the NCMBC to re-establish full services at 13 locations across the state and to provide services to businesses in all 100 counties.</p>
<p>The NCMBC sincerely appreciates the support of the General Assembly, Governor Perdue and the North Carolina Community College System.  Their commitment since 2004 has enabled the NCMBC to serve North Carolina businesses statewide, which are the real engines to grow jobs, expand our tax base, grow our economy and improve quality of life for everyone in our state.</p>
