BIOGRAPHY. 

Donna J. Warren joined the NCMBC in February 2020 as a Business Development Professional.  Ms. Warren will focus her attention on the US Coast Guard, federal government intelligence and cyber security agencies, as well as General Services Administration schedule opportunities. In addition, Ms. Warren has oversight to assist businesses in Brunswick, New Hanover and Pender counties desiring to do business with the federal government.  In this capacity, she helps existing businesses to identify, bid on and compete for federal contracts. 

Prior to joining the NCMBC, Ms. Warren was the Procurement Technical Assistance Center (PTAC) counselor co-located with the Small Business & Technology Development Center (SBTDC) – Wilmington, serving six counties: Brunswick, Columbus, Duplin, New Hanover, Onslow and Pender, focused on educating business clients about local, state and federal contracting. 

Ms. Warren has over 36 years of experience as a Contracting professional in the Department of Defense with U.S. Army Aviation and Troop Command and the U.S. Army Aviation and Missile Command, retired with the National Geospatial Intelligence Agency, and in private industry with two Fortune 500 companies and as Director with an 8(a), woman-owned, disabled veteran-owned, minority-owned, IT company.  Ms. Warren holds Defense Acquisition Workforce Improvement Act (DAWIA):  Level III Certification in Contracting, Level II Certification in Purchasing, and is also Certified in Information Technology and Program Management. 

Ms. Warren currently resides in Leland, North Carolina with her family.
