Prior to joining the NCMBC, Mark Mills served as the Program Director for the North Carolina State University Procurement Technical Assistance Center (PTAC). Mr. Mills directed a team of ten procurement counselors at eight different universities within the UNC system. Mark was the PTAC counselor at Appalachian State University for 8 years prior to becoming the PTAC Program Director. He has over 19 years of experience providing procurement assistance to North Carolina businesses seeking contracting and subcontracting opportunities with local, state and federal government. Mr. Mills has 27 years of military management and leadership experience working with the PTAC-Defense Logistics Agency (DLA) and the United States Air Force (USAF). Mark served nine years in the USAF and four years in the Army National Guard.
Mark received a Bachelor of Science Degree in Management Studies from the University of Maryland, a Master’s Degree in Adult and Higher Education and a Master’s Degree in Human Relations from the University of Oklahoma. Mr. Mills has been an active member of the Association of Procurement Technical Assistance Centers (APTAC) serving as the region 4 Director, Vice President of Education and APTAC President.
