BIOGRAPHY.  Paulanne Page has been supporting the goals and objectives of the North Carolina Military Business Center (NCMBC) since 2009.  Her charter with the NCMBC is to provide business development resources, training and support to NC companies to succeed in marketing, contract procurement and proper execution of Federal Contracts.

She has over 25 years of Acquisition Planning, Procurement Process and Contract Execution experience in the Federal and Military marketplace. She has a diverse knowledge of business growth and contract performance. Paulanne brings a focused expertise for Base & Facility Operations and Maintenance Services and Construction experience gained during civilian service career with Department of Navy, NAVFAC and the Department of Army, USACE, as well as holding senior management positions with other DoD Agencies, and top management roles with federal agency contractors serving not only all branches of the Military, but agencies such as SBA, GSA, EPA, DOE, CDC, FTC, FAA, FDA, DHS, DoDEA and many others. 

Her experience includes general contracting practices under the Federal Acquisition Regulations, fund programming, acquisition and procurement processes, payment procedures, base and facility planning, operations and maintenance, project design delivery, engineering and construction, quality control implementation and safety management. Her background includes small business growth strategies, teaming, Joint ventures and Mentor Protégé programs. Utilization of organizational leadership, operational risk management, process streamlining, best business practices and quality improvement gained through years of service working for and with governmental agencies and government contractors. 

Paulanne’s approach brings unique insight to business development strategic planning of procurement by teaming and partnering with the ability to support government and businesses needs and objectives throughout the federal contracting process.
