Proposal DEVELOPMENT

This page is a resource for North Carolina firms seeking information and assistance related to the submission of proposals in response to solicitations issued for federal government contracts.

General.  Government solicitations require varying degrees of responses from prospective vendors.  Requirements are outlined in the government solicitation documents, and range from quotes for simplified acquisitions to formal proposals.

NCMBC Services.  The NCMBC is not staffed to write or to manage proposal development processes for businesses interested in government contracting.  However, the NCMBC will:

  • Provide basic training to businesses on proposal processes
  • Help businesses understand specific solicitations, including selection factors and proposal requirements
  • Review and comment on business-prepared proposal documents
  • Participate on “red team” and other proposal review activities
  • Assist businesses with on-line reverse auctions
  • Help businesses understand government feedback provided in documents and during debriefing sessions, and to navigate protest processes if necessary

Matrix of Commercial Firms Offering Proposal Assistance (under development).  The NCMBC provides information on commercial resources that offer proposal training, proposal development (including responses to GSA schedule solicitations), and proposal process management.  To access a resource matrix of businesses and other entities that offer these services, click here to view.
