BACKGROUND: The General Services Administration (GSA), Public Buildings Service (PBS), will be holding a Facilities Operation and Maintenance Outreach Event for interested vendors seeking information regarding upcoming facilities management-related procurements within North and South Carolina. As an integral part of our Region 4 facilities modernization initiative and in conjunction with the Spend Under Management(SUM)/Best in Class (BIC) Strategy.

It is anticipated There will be two statewide contract opportunities solicited in 2021.

This Industry day will be a vital outreach event for all interested vendors as well as provide the opportunity to discuss the overall procurement approach for upcoming facilities management-related (custodial, operation & maintenance (O&M), consolidated facilities management (CFM), Grounds Maintenance and elevator services) procurements.

Who Should Attend? Current and Future 561210 FAC holders Industry stakeholders interested in Facility Management opportunities in the geographical areas of North and South Carolina.

DATE/TIME/LOCATION OF EVENT: The Facilities Operation and Maintenance Outreach event will be held virtual on March 5, 2021 at 09:00 until 1:00 PM EST. via zoom communications. Consolidated Facilities Management (CFM) Services throughout the State of North And SouthCarolina Request for InformationThe General Services Administration (GSA), Public Buildings Service (PBS), Southeast Sunbelt Region is conducting market research on the GSA Multiple Award Schedule (MAS), 561210FAC Facilities Maintenance and Management, for upcoming procurements in the state of North and South CarolinaIt is the goal of GSA PBS to utilize the national master specification for the anticipated award of the Consolidated Facilities Management (CFM) contract in the Southeast Sunbelt Region. The intent of utilizing a national master specification is to improve building operational efficiency, modernize campus services, reduce operating costs, and improve customer satisfaction.The acquisition strategy for this upcoming procurement is to compete the requirement to the maximum extent practicable, utilizing best value selection procedures (technical and price factors considered). In addition, utilization of small- business, socioeconomic (8(a), HUBZone, Service-Disabled Veteran-Owned(SDVOSB), Women-Owned (WOSB)) concerns, is a priority.To assist in determining the acquisition strategy for the upcoming procurement, GSA PBS is issuing this RFI to seek information from current GSA Schedule MAS contract holders.It is the intent that any subsequent solicitation issued will result in the award of a Blanket Purchase Agreement (BPA) to a GSA Schedule MAS contract holder, which represents the best value to the Government, technical and price factors considered. It is expected that the BPA will be (10) years inlength, including options.In order to be considered for award, a vendor will be required to have certain Special Item Numbers (SINs) awarded on their Schedule MAS contract. The specific SINs will be listed within the Request for Quotation (RFQ), however it is expected that the vendor/Contractor Team Arrangement (CTA) will need to have, at a minimum, the following SINs:

  • 1 561210FAC – Complete Facilities Maintenance and Management
  • 1 ANCRA – Ancillary Repair and Alterations
  • 1 ANCILLARY – Ancillary Supplies and Services
  • 1 OLM – Order-Level Materials

DRAFT national master specifications for Operation & Maintenance Services and Custodial Services are attached this Request for Information (RFI), for informational purposes only, so vendors mayreview the typical services that willbe required and determine if they feel they can meet the capabilities and performancerequirements outlined.Interested vendors are requested to respond to this RFI by March 2, 2021, 3:00PM EDT, via email to thePOC’s Below with the information outlined below:

It is recommended to submit the information in the format as outlined above to minimize the effort of the respondent and structure the responses for ease of analysis by the Government.
