The North Carolina Military Business Center (NCMBC) is pleased to announce the reappointment of Fran Perez-Wilhite, Program Manager, Veteran-Owned Business Development in the Charlotte Region, to serve as Chairwoman of the Advisory Committee on Veteran Business Affairs (ACVBA) for the US Small Business Administration (SBA) through calendar year 2021.

“It’s truly an honor to continue to serve as Chairwoman of the ACVBA. This board is comprised of esteemed veteran business advocates from across our nation,” said Perez-Wilhite. “Together we are able to provide the SBA Office of Veterans Business Development the advice needed to positively impact veteran-owned businesses during this especially challenging economic time. There is no doubt that our veteran-owned businesses will lead this nation’s economic recovery and resurgence and the ACVBA is with them all the way.”

The Veterans Entrepreneurship and Small Business Development Act of 1999 (Public Law 106-50) established SBA ACVBA to serve as an independent source of advice and policy recommendations to the Administrator of SBA, the Associate Administrator for Veterans Business Development, the Congress, the President and other US Policy Makers for the nation’s more than 2.5 million veteran-owned businesses accounting for 5% of the national gross product.
“We are extremely proud of Fran and appreciate having her on the NCMBC team,” said Scott Dorney, NCMBC Executive Director. “Her leadership, insight and ability to focus the ACVBA on providing cogent advice on veteran business affairs are highly commendable and impactful for veteran-owned businesses nationwide – and certainly here in North Carolina.”
Serving businesses statewide, Fran provides one-on-one assistance to help businesses in the Charlotte metro region to compete for, win and grow jobs through federal contracts. Specifically, Fran supports businesses that can provide contracted support with applicability to the Department of Veterans Affairs and Veterans Affairs Medical Centers.
Prior to joining the NCMBC in 2006, Fran held numerous management positions at Philip Morris USA where she had been employed for thirteen years. Prior to this, she was a Lieutenant in the US Army.
