POTUS enacts Defense Production Act & FEMA Level 1 Activation

The Defense Production Act (DPA) is the primary source of Presidential authorities to expedite and expand the supply of resources from the U.S. industrial base to support military, energy, space, and homeland security programs.  POTUS’s DPA authorities are delegated to the heads of federal departments and agencies through an Executive Order. DPA allows the federal government to offer loans to companies that currently manufacture emergency medical supplies, enabling them to increase their production of such items. DPA was first enacted in 1950 at the beginning of the Cold War to increase industry production of products necessary for national defense. It has since been expanded upon and allows broader presidential authorities.

FEMA Activation to Level 1 requires full staffing and deployment of all emergency support functions and interagency liaisons, with a 24/7 effort. This is activated when a potential impact on public health requires an extreme amount of direct Federal assistance for “response and recovery efforts” for which the government at any level does not have the capabilities to support. The activation is deployed in Regional Response Coordination Centers which function as the regional interface between state governments and the FEMA National Response Coordination Center.
