Target Location Device (TLD) Assessment Event (AE)

SOFWERX, in collaboration with USSOCOM Program Executive Office SOF-Warrior (PEO-SW), will conduct a Target Location Device Assessment Event designed to acquire and/or develop a device that can be used to effectively observe potential targets at distance, accurately determine the potential target(s) location, and be interoperable with ATAK.

What is an Assessment Event (AE)?
USSOCOM submits specific problems to solve and SOFWERX utilizes its ecosystem and market research to attract best-of-breed submissions to solve the problem. USSOCOM, subsequently, reviews, and selects participants with the highest value to present and/or demonstrate their capability in a one-on-one session with Government Stakeholders.

Ground forces require an improved capability to precisely fix-finish known enemies in an operationally relevant scenario. Currently, forces use map data, which is hard to get, or lengthy talk-ons for fixed and rotary wing close air support (CAS). Map data, while useful, is not always updated and cannot be used for personnel or moving targets. Ground systems have precision munitions and ground forces require coordinates with enough fidelity to maximize effectiveness of these precision munitions.

Target Location Device (TLD) is an acquisition project with the objective to streamline developmental efforts and field high accuracy target location technology in a rapid acquisition environment. The Government has attached a draft statement of objectives for reference below.

Event Timeline
Phase 1 – 03 April 2020 to 04 May 2020 Submissions Open: Interested respondents who could potentially provide solutions that meet the needs of PEO-SW are encouraged to submit their solutions per the instructions below.

Phase 2 – 16 April 2020 Q&A Telecon: Interested offerors may participate in a virtual Q&A session to better understand the intent of the event by USSOCOM. Phase 3 – 05 May 2020 to 13 May 2020 Downselect: USSOCOM will downselect those respondents/submissions they feel have the highest potential to satisfy their technology needs. Companies with favorably evaluated submissions will receive an invitation o/a 13 May.

Phase 4 – 28 May 2020 Assessment Event: During the event, invited participants will be allotted a one-on-one virtual session with the USSOCOM evaluation panel to pitch, demonstrate, and/or discuss their solutions. The forum will include a Q&A portion and discussions may continue outside of the event to determine who (if anyone) proceeds to Phase 5.

Phase 5 – Follow-on Production (FAR-based or OTA): *Entrance criteria for consideration for this step includes completion of all successful criteria identified in the negotiated prototype award. Successfully negotiated awards may fall under any combination of these categories:

  • Other Transaction Agreements under 10 U.S. Code, Section 2371b and/or 2371b(f)* (prototyping/production follow-on)
  • Procurement contract for experimental purposes 10 U. S. Code, Section 2373
  • FAR-based procurement contract under FAR part 15
  • *An award under 10 U. S. Code, Section 2371b/(f) may result in the further award of a follow-on production agreement without additional competition based on successful prototype completion.
  • *Successful completion does not obligate the Government to issue a follow-on production contract, transaction, or otherwise. The Government may elect to award none, one or multiple production vehicles.
