DESCRIPTION:Join the North Carolina Military Business Center\, along with the Fort Bragg Mission and Installation Contracting Command (MICC) and Directorate of Public Works (DPW) on October 1\, 2026 at 10:00 EST to discuss the following: \nFort Bragg\, NC is pursuing several OTA contracts\, including the Construction Sustainability Habitability Infrastructure Execution Line Item Delivery (SHIELD) Business Process Prototype for Army Installation Infrastructure Delivery. \nThis opportunity is currently available for contractor proposal submissions through the Colosseum Marketplace: \n\nhttps://marketplace.gocolosseum.org/\n\n\nhttps://marketplace.gocolosseum.org/challenges/4d12a66e-6226-487e-bbc9-15010f104fe0\n\nProposal submissions close on October 8 at 4:00 PM ET.  Interested offerors must first register in the Colosseum Marketplace. Once registered\, they will be able to view challenge details and submit proposals. \nSHIELD is expected to serve as a primary contracting tool for construction-related acquisitions and infrastructure delivery efforts. \nWhen. Virtual\, registration is required for access to the log-in credentials. \nREGISTER\nAbout SHEILD.  Fort Bragg’s Directorate of Public Works sustains horizontal infrastructure including roads\, airfields\, and utilities\, as well as vertical infrastructure including buildings\, barracks\, and structures that underpin installation readiness and quality of life for the mission population at Fort Bragg\, North Carolina. Facility sustainment is increasingly degraded by administrative latency\, volatile market cost escalation\, and the protracted lifecycle of traditional project-by-project solicitations\, creating a growing backlog of repair and construction needs that threatens operational continuity and readiness. Conventional Job Order Contracting concentrates control of the pricing catalog and construction execution within a single entity\, creating inherent risk of inflated scopes and organizational conflicts of interest. The Directorate of Public Works requires a next-generation acquisition approach that can deliver fixed\, auditable\, and rapidly executable construction pricing without concentrating pricing-catalog control and physical execution in a single entity\, an arrangement that under traditional Job Order Contracting creates organizational-conflict-of-interest risk and inflated-scope risk. This challenge seeks to prototype the Sustainability Habitability Infrastructure Execution Line Item Delivery framework\, a novel\, severable two-prong business-process model under 10 U.S.C. Section 4022(e)(5)(A) that separates quantitative cost-data administration through a Unit Price Book catalog from physical construction execution\, with zero contractual privity between the two prongs. The prototype will be validated through live task order execution at Fort Bragg\, with each task order priced against the Unit Price Book catalog and independently verified as fair and reasonable against an Independent Government Cost Estimate before any funds obligate\, to demonstrate whether this model accelerates delivery of real-property construction and repair while eliminating the organizational conflicts of interest inherent in traditional Job Order Contracting. Award will be made under the ONIX Other Transaction Authority in coordination with Army Contracting Command – Rock Island\, pursuant to a Prototype Other Transaction Agreement under 10 U.S.C. Section 2808a\, addressing the creation\, design\, development\, and demonstration of operational utility of a novel acquisition business process.

DESCRIPTION:The North Carolina Military Business Center and The Protocase Companies will co-present the Velocity Summit on November 17\, 2026 in Wilmington\, North Carolina.  \nThe Velocity Summit is a one-day event built around a central premise: America’s defense manufacturing capacity problem is\, at its heart\, a velocity problem. The United States possesses extraordinary engineering talent\, technology\, capital and advanced manufacturing expertise.  However\, modern requirements are exposing the consequences of an industrial system that can take years to translate needs into manufactured capability\, struggle to expand production when demands change\, and it is highly dependent on complex supply chains. \nThe Velocity Summit will convene senior leaders from across North Carolina and the national defense ecosystem\, including top representatives from advanced manufacturing\, aerospace and maritime industry\, logistics and supply chain\, the U.S. military and federal government\, public policy\, academia and research\, workforce development\, technology\, and economic development.  \nThe Velocity Summit will focus on a fundamental question: what would have to change for the United States to become dramatically faster at turning a military need into manufactured capability at scale\, and how can North Carolina lead the way? Participants will examine the entire industrial pathway\, including where time is lost between a requirement and a production-ready design; how shipyards\, aerospace manufacturers and their suppliers can expand throughput; how manufacturers can accommodate engineering changes without resetting lengthy processes; how smaller machine shops and component suppliers can enter programs faster; and how new manufacturing technologies can transition into production.  \nDiscussions at the Velocity Summit will address production issues\, supply chain resilience\, workforce development\, advanced manufacturing technologies\, and strategies to strengthen the Defense Industrial Base.
