Punch\, PEO Digital deputy technical director; IWRP program and consortium updates; technical briefs; and one-on-one breakout sessions with scheduled IWRP Consortium members. \nTechnical briefs presented during the IWRP Consortium Quarterly Industry Day will include a variety of topics focused on information warfare. It is anticipated that the topics will be the basis of upcoming Requests for Prototype Projects (RPPs) to IWRP Consortium members. This is not an RPP\, but for planning purposes only. Once collected\, the solution will need to visualize this collected data with dashboards and alerts locally for system administrator use on the afloat platform\, as well as transfer the data over low bandwidth\, high latency links\, also dealing with Denied\, Disrupted\, Intermittent\, and Limited (DDIL) conditions\, to shore for a centralized visualization showing all afloat platforms with the ability to select a single afloat platform and be presented with the specific afloat platform dashboards and alerts. The solution should require minimal-to-no afloat maintenance or system administrator engagement. It should consider the use of Artificial Intelligence (AI)\, system modeling\, and automation technologies as an iterative out year improvement to allow for automated proactive resolution of anomalies identified within afloat systems and networks. \nThe government will be presenting three (3) Pre-Solicitation Collaborations (PSCs)\, which will include a short brief and one-on-one breakout sessions. Surface implementations have been produced and tested to this effect\, but airborne equivalent capability was not available. This Statement of Work (SOW) will require the contractor to\nmodify/upgrade one of the existing airworthiness qualified HF transceivers to include wideband HF and interfaces for both the cognitive management system and a\nVITA-49.2 WBHF modem. \n3. 24-PAC-1995 Digital HF Mesh (DHFM)  Installation in Airborne Wing-Mounted Pods:\nHigh-Frequency (HF) communications has been shown to be a powerful and resilient data and voice transport medium useful in obviating the impact caused by SATCOM loss in extremely harsh and/or spectrally contested environments. SUMMARY:Integrated Design and Construction Net-Zero Barracks Industry Day
DESCRIPTION:The U.S. Army Corps of Engineers\, South Atlantic Division – Wilmington District is hosting a Virtual Industry Day on 8 November 2023 at 1:00 p.m. (EST) to provide information and gain feedback from industry on an upcoming requirement for the design-construction of the Net-Zero Carbon – Unaccompanied Personnel Facility located at Fort Liberty\, North Carolina. \nThe event will allow prime contractors\, subcontractors\, and suppliers to learn about this upcoming construction project. The event aims to seek industry input regarding best practices and examples of past success on similar projects. The two-hour event will include presenting the project history\, a summary of major work features\, constraints and challenges\, and project delivery methods. A live question and answer session with USACE personnel will immediately follow the presentation. \nThe Government anticipates this procurement to be solicited as a competitive firm fixed priced and fixed-price incentive (successive target) type contract. In addition\, the anticipated acquisition strategy is to utilize the Integrated Design and Construction (IDaC) delivery method. \n“Integrated Design and Construction” is a project delivery method where design and construction are contracted concurrently through two efforts. Specific to this project\, the design (i.e.\, architect-engineer) will be procured under one contract\, with a second contract award being made to a construction contractor. The proposed strategy permits an award of the construction contract early in the project’s development through a competitive process. This early construction contractor involvement enables the selected construction contractor to provide constructability\, cost input\, etc.\, to the Designer of Record as the design progresses. \nThe Government is seeking industry feedback on the IDaC strategy (e.g.\, past/present experience and/or similar commercial practice). \nSUMMARY OF PROJECT SCOPE: \nThe project scope of work consists of construction of a Net-Zero Unaccompanied Personnel Housing Facility at Fort Liberty in North Carolina. The housing facility will provide a new 146 soldier 4-story Barracks meeting the 2021 Army Standard requirements. This barracks will include dwelling units that consist of sleeping quarters with walk-in closets\, kitchen\, living area\, bathroom\, and laundry. Commons areas include a dayroom\, lobby\, Charge of Quarters\, fitness room and vending area. The building exterior wall will utilize materials and products with “low” Global Warming Potential as defined in the Carbon Leadership Forum’s 20 July 2021 Material Baselines reports. The projects include materials such as: Concrete\, Masonry\, Steel\, Aluminum\, Insulation and Cladding. \nAdditional Sustainable features are to include optimal solar orientation and shading\, daylighting\, natural ventilation\, superinsulation\, high performance glazing\, elimination of thermal bridges and increased airtightness of construction. \nATTENDING THE INDUSTRY DAY IS HIGHLY RECOMMENDED FOR ALL PROSPECTIVE VENDORS. SUMMARY:The Sandhills Project - "Future Breaching Experiment"
DESCRIPTION:Description: The Future Breaching Experiment integrates the efforts of leading industry partners\, research and development institutes\, and Service members to address the evolving character of ground combat. The experiment seeks to highlight current breaching capabilities through practice and live experimentation in simulated conditions. Experimentation occurs on realistic and challenging obstacles replicating real-world challenges observed abroad. The obstacles are derived from two operational vignettes: complex obstacles in depth (2-3km) and a dispersed defense network in urban terrain. \nTheme: Innovation and Breaching – leveraging current capabilities for rapid implementation. \nEvent Problem Statement: US and partnered nations must maneuver through an extensive obstacle effort several kilometers in depth. The obstacle effort is under persistent observation\, referenced for indirect fires\, and subject to signal interference. US and partnered nations must also maneuver through dispersed obstacle effort in within dense urban terrain.
