DESCRIPTION:U.S. Army Corps of Engineers (USACE)\, Sacramento District (SPK) \nSubject: Reverse Industry Day – Emerging Acquisition Strategies for Military Construction and Civil Works Projects \nThe U.S. Army Corps of Engineers (USACE)\, Sacramento District (SPK)\, invites industry partners to participate in a Reverse Industry Day focused on emerging acquisition strategies and project delivery methods. This event is intended to foster open dialogue between industry and USACE regarding innovative approaches to design and construction procurement. \n\n\n\n\nBACKGROUND \nIndustry partners have gained significant experience implementing progressive and collaborative delivery methods\, including Progressive Design-Build (PDB)\, Design-Build to Budget (DB2B)\, Integrated Design and Construction (IDAC)\, and Other Transaction Authorities (OTA). USACE is exploring opportunities to expand the use of these tools where appropriate and seeks direct feedback from industry to help shape future acquisition strategies and solicitation approaches. \nRather than conducting individual capability briefings\, USACE will convene industry representatives in a roundtable forum to share lessons learned\, discuss best practices\, and identify opportunities to improve project delivery outcomes. \nEVENT OBJECTIVE \nThis Reverse Industry Day is designed to provide industry with a platform to: \n• Share real-world experiences and lessons learned using emerging acquisition methods.\n• Discuss successful implementation strategies\, challenges\, and risk mitigation approaches.\n• Provide recommendations on solicitation structure\, evaluation criteria\, partnering practices\, and contract administration considerations.\n• Offer feedback that may inform future USACE acquisition planning and solicitation development. \nTOPICS OF INTEREST \nDiscussion topics may include\, but are not limited to: \n• Other Transaction Authorities (OTA)\n• Progressive Design-Build (PDB)\n• Design-Build to Budget (DB2B)\n• Integrated Design and Construction (IDAC)\n• Early contractor involvement\n• Collaborative project development\n• Cost and schedule certainty\n• Innovation and risk-sharing approaches\n• Best practices for owner-contractor collaboration \nEVENT INFORMATION \nDate:  Tuesday\, July 14\, 2026 \nTime:  1:00 PM – 3:30 PM (Pacific Time) \nLocation:\nHyatt Regency Sacramento\n1209 L Street\nSacramento\, CA 95814 \nFORMAT \nIndustry-to-USACE Roundtable Discussion \nPresenter Option:\nThe Government\, at its sole discretion\, may select up to five (5) industry partners to present a case study (see form link\, to be provided below). Selected presenters will be allotted: \n• 10-minute presentation\n• 10-minute question-and-answer session \nCase studies should focus on practical application of one or more of the acquisition strategies identified above and highlight lessons learned that may benefit future USACE procurements. \nAttendee Option:\nAdditional participants may register as attendees and participate in discussions\, provide feedback\, and engage with USACE representatives regarding emerging acquisition tools and delivery methods. \nREGISTRATION \nPlease note: registration will remain open until Friday\, July 10\, 2026\, or until event capacity is reached. \nRegistration information will be provided at: https://forms.osi.apps.mil/r/PsxKa8TBVN \nATTENDANCE LIMITATIONS \n• Attendance is limited to one (1) to two (2) representatives per company.\n• Maximum attendance is ninety (90) individuals due to venue capacity.\n• Participation will be in-person only. \nWHO SHOULD ATTEND \nIndustry partners with demonstrated experience in: \n• Progressive Design-Build\n• Design-Build to Budget\n• Integrated Design and Construction\n• Other Transaction Authorities\n• Alternative and innovative project delivery methods \nExpected USACE participation includes representatives from Sacramento District (SPK)\, South Pacific Division (SPD)\, and other USACE organizations involved in project delivery\, engineering\, construction\, contracting\, and program management. \nDISCLAIMER \nThis announcement is for planning and market research purposes only and shall not be construed as a solicitation\, request for proposal\, request for quotation\, or commitment by the Government.
