BIOGRAPHY.

JD joined the NCMBC in September 2021. 

A statewide component of the North Carolina Community College System (with 15 offices statewide), the NCMBC is a business development and technology transition organization that connects North Carolina businesses to federal contracts, connects military and other jobseekers to employment and helps recruit defense contractors to North Carolina.  Since opening in 2005, the NCMBC supported North Carolina businesses in winning over 3,702 contracts for not less than $14.8 billion, generating nearly $500 million in tax revenue for the State of North Carolina.

JD, the son of a Navy Captain, was born in Fort Ord, California and spent much of his youth at various Navy duty stations before his father retired in Port St. Joe, Florida. He earned his Bachelor of Science degree in Marketing from the University of West Florida, in 1988 and his Master’s degree in Acquisition and Procurement from Webster University and completed the U.S. Army’s Command and General Staff College at Fort Leavenworth, Kansas in 2001.

Prior to joining the NCMBC, JD served nearly 31 years on active duty as a commissioned officer in the United States Navy.  A Supply Corps Officer, his 17 duty assignments included Commanding Officer tours for the Naval Sea Logistics Center in Mechanicsburg, PA and the Naval Special Warfare Group One Logistics Support Unit in Coronado, CA.  His sea tours included the USS NORMANDY (CG-60) and the USS ANCHORAGE (LSD-36).  His final assignment was at the Navy Exchange Service Command in Virginia Beach serving as the Deputy Commander for Navy Uniforms. An avid surfer and all-around waterman and adventurer, JD has been married to his wife, Vicky, since 1996.  She is an avid runner completing several ultra-marathons.  Their four boys (ages 12-20) enjoy an active lifestyle of surfing, gymnastics, soccer, track, and the outdoors.  Cameron is in his third year at Old Dominion University studying Cyber Security, and Kyle is a Sophmore at Point Loma Nazarene University in San Diego studying International Relations.  Connor and Kaden are currently homeschooled and active in sports and the Boy Scouts and are enjoying living in one place for more than 2 years.
