SMALL BUSINESS SOCIO-ECONOMIC PROGRAMS

Small Disadvantaged Business Programs – Each year, the Federal Government awards about 10% of all Federal contract dollars, or roughly $50 billion in contracts, to Small Disadvantaged Businesses. 

Service Disabled Veteran-Owned Small Business – The federal government’s goal is to award at least three percent of all federal contracting dollars to service-disabled veteran-owned small businesses each year.  Learn about federal programs that help veteran-owned small businesses access federal contract awards and surplus personal property.  

8(a) Development Program – The federal government’s goal is to award at least five percent of all federal contracting dollars to small disadvantaged businesses each year. To help provide a level playing field for small businesses owned by socially and economically disadvantaged people or entities, the government limits competition for certain contracts to businesses that participate in the 8(a) Business Development program.

Woman-Owned Small Business Program – The federal government’s goal is to award at least five percent of all federal contracting dollars to women-owned small businesses each year. Some contracts are restricted further to economically disadvantaged women-owned small businesses (EDWOSBs). 

HUBZone Small Business Program – The HUBZone program fuels small business growth in historically underutilized business zones with a goal of awarding at least three percent of federal contract dollars to HUBZone-certified companies each year.  In 2020, SBA implemented comprehensive changes to the program in three major areas.

Joint Ventures – Joint ventures allow certain businesses to compete together for government contracts reserved for small businesses. A mentor and its protégé can joint venture as a small business for any small business contract, provided the protégé individually qualifies as small. 

Mentor-Protégé – Your small business can learn from an experienced government contractor through the SBA Mentor-Protégé Program. As of November 16, 2020, the 8(a) Mentor-Protégé program and the All Small Mentor-Protégé program have merged into one SBA Mentor-Protégé Program (MPP).

  • NCMBC-assisted firms won 4,050 contracts – minimum value at $15.77 billion – from the NCMBC’s opening in 2005 through August 2021
  • FY2020: Federal agencies awarded $9.5 billion in prime contracts to companies in 97 of 100 North Carolina counties
  • FY2020: Department of Defense awarded $6.1 billion in prime contracts to companies in 83 of 100 North Carolina counties
