NCMBC Welcomes New Members to the Regional Program Manager Team

The North Carolina Military Business Center (NCMBC) is excited to announce new members of our Regional Program Managers team! We’ve recently welcomed three outstanding professionals whose expertise and dedication will strengthen our mission to support North Carolina businesses in securing federal and DoD contracts. Their addition reflects our continued commitment to growing our impact and enhancing the services we provide across the state.

Wilmington

Tim Malone joined the North Carolina Military Business Center (NCMBC) Regional Program Manager Team in April 2025. Mr. Malone serves as a Regional Program Manager based at Cape Fear Community College in Wilmington, NC. He is responsible for identifying federal contract opportunities in the construction and infrastructure sectors and assisting businesses in New Hanover, Brunswick, and Pender counties to compete for and win federal contracts.

Jacksonville

Dr. Sherry Gaylor joined the North Carolina Military Business Center as a Regional Program Manager on July 15, 2025.  Prior to joining NCMBC, Dr. Gaylor was actively involved in supporting the business community in North Carolina and across the country in receiving federal government contracts. Dr. Gaylor served as the Deputy Director and part-time Small Business Professional for Marine Corps Installation (MCIEast) at Marine Corps Base Camp Lejeune, NC for over 15 years.

Elizabeth City

Pamela (Pam) Argilan joined the North Carolina Military Business Center (NCMBC) Regional Program Manager Team in August 2025. She brings a distinctive and valuable perspective to the organization, having served in both private industry and the federal government. In her role at NCMBC, Pam is responsible for identifying high-value federal contracting opportunities and guiding businesses through the complexities of government solicitations. She assists companies in preparing competitive proposals and supports them in successfully executing federal contracts.
