Mr. Denver S. Heath was selected as the Director of Contracting for the U.S. Army Corps of Engineers (USACE) in February 2024. In this role, Mr. Heath serves as the principal staff advisor, facilitator, and reviewer for the Commanding General, USACE and staff. He is responsible for leading the USACE contracting activities and overseeing the annual spend of nearly $30B across Military, Civil Works, Environmental, Emergency Operations, and Research and Development missions.
Prior to this assignment, Mr. Heath served as the Senior Contracting Official (SCO), U.S. Army Corps of Engineers, Directorate of Contracting (DOC), Dallas, TX since August 2012. He was responsible for the contract execution and technical compliance of a multi-billion-dollar mission including multiple programs (Military, Civil Works, Interagency & International Support (IIS), Environmental and strategic sourcing). His responsibility included the oversight of approximately 600 personnel located in four (4) USACE Divisions (NWD, POD, SPD, SWD) and seventeen (17) District Offices throughout the western part of the United States to include Hawaii, Alaska, Japan, and Korea. He served as Senior Contracting advisor to the Head of the Contracting Activity (HCA).
Prior to this SCO appointment, Mr. Heath served as the Regional Contracting Chief for the Southwestern Division (SWD) located in Dallas, TX from April 2007 to July 2012 and was appointed as the first USACE Deputy Principal Assistant Responsible for Contracting. He accordingly served as a senior advisor to the Commanding General, SWD and was responsible for contract execution of all major programs across the Division.
Mr. Heath has served in the following capacities: Senior Contracting Official, Regional Contracting Chief, Chief of Contracting, Program Manager, Sr. Procurement Analyst/Contracting Officer, and Park Ranger. Mr. Heath has worked at every level in USACE from an Operations Field Office, Construction Area Office, District Office, Division Office to HQUSACE and has worked in four separate USACE functional areas: Operations, Construction, Program Management & Contracting.
Mr. Heath holds a Bachelor of Science degree from Tarleton State University and an Executive Graduate Certificate in Construction Management from Auburn University. Mr. Heath is a member of the Army Acquisition Corps, holds a Level III Contracting certification and is a member of NCMA and SAME. He is a recipient of two Department of Army Commander’s Awards for Civilian Service, the Vice President Golden Hammer Award, and two Superior Civilian Service Awards.
