About SHEILD. Fort Bragg’s Directorate of Public Works sustains horizontal infrastructure including roads, airfields, and utilities, as well as vertical infrastructure including buildings, barracks, and structures that underpin installation readiness and quality of life for the mission population at Fort Bragg, North Carolina. Facility sustainment is increasingly degraded by administrative latency, volatile market cost escalation, and the protracted lifecycle of traditional project-by-project solicitations, creating a growing backlog of repair and construction needs that threatens operational continuity and readiness. Conventional Job Order Contracting concentrates control of the pricing catalog and construction execution within a single entity, creating inherent risk of inflated scopes and organizational conflicts of interest. The Directorate of Public Works requires a next-generation acquisition approach that can deliver fixed, auditable, and rapidly executable construction pricing without concentrating pricing-catalog control and physical execution in a single entity, an arrangement that under traditional Job Order Contracting creates organizational-conflict-of-interest risk and inflated-scope risk. This challenge seeks to prototype the Sustainability Habitability Infrastructure Execution Line Item Delivery framework, a novel, severable two-prong business-process model under 10 U.S.C. Section 4022(e)(5)(A) that separates quantitative cost-data administration through a Unit Price Book catalog from physical construction execution, with zero contractual privity between the two prongs. The prototype will be validated through live task order execution at Fort Bragg, with each task order priced against the Unit Price Book catalog and independently verified as fair and reasonable against an Independent Government Cost Estimate before any funds obligate, to demonstrate whether this model accelerates delivery of real-property construction and repair while eliminating the organizational conflicts of interest inherent in traditional Job Order Contracting. Award will be made under the ONIX Other Transaction Authority in coordination with Army Contracting Command – Rock Island, pursuant to a Prototype Other Transaction Agreement under 10 U.S.C. Section 2808a, addressing the creation, design, development, and demonstration of operational utility of a novel acquisition business process.
