PURPOSE:  As technologies change, so do the tools and tactics of warfighting.  Only in recent years have the traditional domains of warfare – ground, sea, and air evolved to meet the dramatic advances in computing, information, and wide-spread proliferation of previously sensitive technology.  Today’s warfighters must operate seamlessly in cyber, space, and information domains.  The challenges and lessons learned from past periods of rapid innovation and technology advancement often provide insights for the future and may inform defense technology development and acquisition. This forum will explore these lessons and their applicability to the future.

ATTENDANCE: Attendance is encouraged for:

  • All innovators, technologists, and those interested in understanding and possibly contributing to our national defense.
  • Those in the Innovation Ecosystem:  commercial, private, public-private partnerships, academia, investors, DoD and other government personnel with interest in defense.

Lieutenant General Kenneth E. Tovo (USA, Ret) Bio

Upon graduation from the U.S. Military Academy in 1983, General Tovo began his career in the Infantry. Over the course of his 35-year Army career, General Tovo developed and led high-performing organizations at increasing levels of responsibility, from a 12-man Special Forces ‘A-team’ to the 34,000-strong Army Special Operations Command, which included all of the Army’s special operations organizations and capabilities. General Tovo led units in dynamic, high-risk, fast-paced, and ambiguous environments during six combat tours in Iraq and Afghanistan, peacekeeping in the Balkans, and refugee relief in Turkey and Iraq. He was intimately involved in planning many significant operations, such as the northern front portion of the Iraq invasion; targeting of Al Qaeda in Iraq from 2006-2010; development of Iraqi Special Operations Forces; and restructuring the advisory effort in Afghanistan in 2013. As a Green Beret, he spent much of his career advising and assisting foreign partners in developing their own high-performing teams and building effective organizational processes. He has worked extensively with partners in the Middle East, Europe, and the Western Hemisphere.

Scholarly Work/Publications/Awards
General Tovo published in Strategic Challenges for Counterinsurgency and the Global War on Terrorism, edited by Williamson Murray. He also wrote “From the Ashes of the Phoenix”, a historical analysis of stratagems from the Vietnam War that should be incorporated in the Nation’s ongoing struggle against global jihadism. The paper was recognized with the Bristol Military History Writing Award.  He also co-authored, “ Irregular Warfare: A Case Study in CIA and US Army Special Forces Operations in Northern Iraq, 2002-03” published by the Middle East Institute.  He has received various military awards, as well as the State Department Meritorious Honor Award.
